Monday, March 20, 2023, in the Idaho Senate State Affairs Committee, five committee members voted “yea,” and four voted “nay” for SB 1163, Parental Rights Protection of Minors Act (minor smartphone filter bill to block pornography.)
This bill would limit content that is already illegal for minors to view, using a filter already in place and provided by smartphone manufacturers. Parents/guardians can unblock the filter if they wish. This bill just makes the filter easier to access, as it would be part of the new smartphone setup.
In the Committee Hearing, some of the largest companies in the U.S. combined forces to defeat our bill. Paid lobbyists v.s. a few elected officials and volunteer citizens, four of whom started driving at 2:00 a.m. so they could reach the Boise Capitol by 8:00 a.m. Then they returned home after testifying.
It was a David and Goliath moment. Our sling’s smooth stones were some of the best citizen-legislators and citizen-volunteers: fathers, mothers, grandfathers, grandmothers, and others. Senator Kevin Cook and Citizens for Decency asked. Citizens stepped up.
Result?
Motion carried.
What’s Next: Full Senate; House Committee; Full House; Governor’s office.
